If your triple arm balance is like the one on the left of this picture I have successfully rebalanced these in the past.
The arm which holds the tray is the key. This is where the scales can be zeroed.
If you turn this upside down you should be able to unscrew the base of the unit. It holds lead sheeting/shot to balance the scales.
What you need to do is put all that is from the bottom of this arm onto the tray; this includes all screws as they are part of the system. Now set your scales up as normal with the tray on the arm. Now add lead shot until you can rezero the scales. It requires patience. After you have added/taken away the lead shot, put everything back into the underside of the arm and screw it back together again.
Now it should be fine.
Let's hope so.
