Hazardous/ Dangerous classification of solutions

Has anyone information on a website site where I can find out at what concentration a chemical loses it Hazardous or Dangerous classification ie 10M HCl is Dangerous and Hazardous, acording to Chemwatch, but 0.1M HCl is neither. The NSW CSIS manual is out of date when compared to Chemwatch in their classifications. The Govt. website HSIS is out of date and doesn't appear to have been updated for many years. I am trying to make correct labels for all our solutions.
